SUMMARY DESCRIPTION

Under supervision (Mechanical Technician I) or general supervision (Mechanical Technician II), performs skilled installation, maintenance, and repair of a wide variety of mechanical systems used to treat, transmit, and distribute drinking water.

DISTINGUISHING CHARACTERISTICS

Mechanical Technician I – This is the first level classification in the Mechanical Technician series. Mechanical Technician I performs duties related to the water treatment plant and delivery system. Technicians in this class typically have two years of related work experience and perform routine maintenance tasks associated with the installation, maintenance, and repair of treatment plant, pump stations, reservoirs, and distribution system equipment. The Mechanical Technician I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incumbents work under supervision of the plant manager, while learning more complex job skills and tasks. As the Mechanical Technician I progresses in experience levels, the incumbent will begin to work independently on a wide range of mechanical work.

Mechanical Technician II – This is the journey level class in the Mechanical Technician series and is distinguished from the Mechanical Technician I level by the ability to perform the full range of duties assigned with only occasional instruction or assistance as unusual or unique situations arise. Incumbents will posses the ability to diagnose malfunctions in a variety of mechanical and electrical systems. Incumbents will also have a working knowledge of various computer software applications along with the laws, rules, codes, and regulations relating to mechanical system maintenance. Positions in this class are flexibly staffed and are normally filled by advancement from the Mechanical Technician I level.

REPRESENTATIVE DUTIES
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  1. Inspects, installs, repairs, and maintains motors, control systems, chemical feed and storage equipment, pumps, valves, and related water plant and delivery systems equipment.
  2. Troubleshoots and diagnoses operating problems; removes, repairs, replaces and tests assigned equipment; implements and performs preventive maintenance and updates the preventative maintenance database.
  3. Installs and works with contractors installing plant or delivery equipment and systems.
  4. Estimates parts and materials required for the work; requisitions or orders replacement parts and materials; recommends and directs contract work as required.
  5. Observes safe work methods and utilizes safety equipment related to the work.
  6. May perform work in confined or potentially dangerous areas with possible exposure to hazardous chemicals.
  7. Reads and interprets schematics, shop manuals, blueprints, and plans in the performance of work assignments.
  8. Inspects, maintains, and performs repairs to minor electrical circuits, motors, pumps, generators, transformers, relays, and other plant equipment and facilities.
  9. Provides technical assistance to other employees on difficult problems; may direct the work of others on a project basis.
  10. Maintains accurate computer records of work performed and equipment performance.
  11. Builds and maintains positive working relationships with coworkers, other District employees, and the public using principles of good customer service.
  12. Performs related duties as required.

QUALIFICATIONS
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

    Mechanical Technician I/II:
  • Basic principles, practices, techniques, tools, equipment, and materials used in the maintenance of mechanical equipment.
  • Operation and basic maintenance of a variety of hand, power and shop tools, test equipment, and other equipment.
  • The function and capabilities of common machine tools and equipment.
  • Preventive maintenance and safety practices and techniques.
  • Basic principles of electricity and electronics.
  • Shop mathematics and blueprint reading.
  • Commonly used desktop computer software, including spreadsheets, word processing, and databases.
    Mechanical Technician II:
  • Principles, practices, techniques, tools, equipment and materials used in the maintenance of varied plant and delivery systems mechanical equipment.
  • Preventive maintenance database programming.
  • Industry safety practices and techniques.
  • Principles of electricity and electronics and their use in mechanical equipment.
  • Computer software, including spreadsheets, word processing, and databases in the maintenance industry, including work orders, preventive maintenance databases, reports, inventory and cost control functions.
  • Advanced Plumbing/Pipefitting skills.
  • Knowledge of Confined Space Entry Procedures.

Ability to:

    Mechanical Technician I/II:
  • Learn to perform a variety of skilled mechanical work on stationary equipment, delivery systems, and related facilities found in a water treatment plant.
  • Learn to diagnose and repair mechanical problems.
  • Use a variety of hand, power and shop tools and test equipment skillfully and safely.
  • Learn to perform basic electrical repair work.
  • Learn to read and interpret manuals, schematics, plans and specifications.
  • Maintain accurate records of work performed.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
    Mechanical Technician II:
  • Perform a variety of skilled mechanical work on stationary equipment, delivery systems, and related facilities found in a water treatment plant.
  • Independently diagnose process malfunctions and failures.
  • Perform routine electrical repairs associated with mechanical equipment.
  • Direct the work of others on a project basis.
  • Estimate material and equipment requirements for proposed work.
  • Read and interpret manuals, schematics, plans and specifications.
  • Maintain accurate records of work performed; submit monthly and quarterly reports.
  • Welding using ARC, MIG, TIG and wire feed processes/equipment.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Mechanical Technician I

Education/Training:
Equivalent to completion of the twelfth grade.

Experience:
Two years of mechanical maintenance and repair work on a water or wastewater treatment plant, irrigation delivery, or related equipment, or completion of a recognized apprenticeship program in an appropriate trade or technical school.

License or Certificate:
Possession of an appropriate California operator's license issued by the State Department of Motor Vehicles. A good driving record of at least two (2) years duration, as evidenced by freedom from multiple or serious traffic violations or accidents. Possession and continuance of a driving record that does not cause adverse effect on the District's automobile insurance rates is required.

Mechanical Technician II

Education/Training:
Equivalent to completion of the twelfth grade supplemented by technical courses in mechanical, electrical, instrumentation, water technology, or a closely related field.

Experience:
Four years of mechanical maintenance and repair work on water treatment plant, irrigation delivery, or related processing facilities.

License or Certificate:
Possession of an appropriate California operator's license issued by the State Department of Motor Vehicles. A good driving record of at least two (2) years duration, as evidenced by freedom from multiple or serious traffic violations or accidents. Possession and continuance of a driving record that does not cause adverse effect on the District's automobile insurance rates is required.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Environment: Work is performed primarily in an outdoor setting, with travel from site to site; exposure to noise, potentially hazardous chemicals, and heights. May be required to work weekends, nights, unusual shifts, or be subject to emergency recall. Must be able to work in confined spaces.

Physical: Primary functions require sufficient physical ability and mobility to work in an outdoor water treatment plant setting; to stand or sit for prolonged periods of time; to stoop, bend, kneel, crouch, reach, and twist; to climb ladders, stairs, and ramps; to lift, carry, push, and/or pull moderate amounts of weight; and to verbally communicate to exchange information. Must be SCBA certified prior to appointment. (Pulmonary Function Testing)

Vision: See in the normal visual range with or without correction.

Hearing: Hear in the normal audio range with or without correction.
